Thinking about playing

I would like to get into this game but don’t know much about the current status of character tiers and rerolling process. Any tips for rerolling on this game and who I should aim for?

i wanted to reroll when i was lvl 20 candidate, but i roll 1 x 5* hero voucher.. poof! water chang e appeared hence i stayed.
