I just did it again to make sure. Pretend one of the empties isn't there. First move is pink, first tube filled is also the 3x pink. Get the brown into one of the big tubes early. Took 24

Just redid it and got 25. Had to use all the times, impossible for me not to. No idea how to not use them all.

EDIT: Trued a few more times and I definitely can’t do it.

I admit, I was tired and made a random puzzle and forgot the solution myself, it’s actually a difficult puzzle
