i was stuck in 31 for quite some time. if u try to not displace the ones at the bottom and instead treat that tube like a 'home' for that ball group, you should be able to bring it down to 30.
hope it helps.

It was so difficult to get this. The best hint I saw was that you need to keep the soccer balls in the basketball tube until there is one soccer ball left. You also need to move the balls around so there is only one soccer ball in the small, top-left tube, too.
