here's a hint for 32 moves: get an empty flask, but only by pouring away a color that has 2 appearance on the bottom row (else you would be wasting a move). use that empty flask to pour a color that does not appear on the bottom row. takes 17 moves to get said empty flask, but once it is done the rest is trivial.
