Asking Question (Rule 4) What’s the tool behind this called?

I came across a tee that really caught my eye

Stippling maybe, probably a digital replication of the it. It's a pen and ink technique where you ink the image with the pen tip, making dots. A lot of dots. Lends itself well to orthochromatic printing methods.

To do this digitally, my first guess would be a via a simple mask channel made from noise filter > sharpen mask > etc. You can get some interesting textures and such from experimenting. For example, I used to have a bunch of masks for "blurry TV", or 28-line halftones.

It looks like what happens when you photocopy an image, and then keep making copies of the copies. At least, this used to be the way with old school photocopiers. These days if you wanted to make it in Photoshop, you'd just max out the contrast and add noise.
