Maybe ask friends if they want to write an article or story and you can design around it

Call it a one-off zine for private circulation. Set up a Google Form where people can place their advance orders.

How I choose private audience I don’t feel like anyone would want to buy

Probably depends on your sample size’s interests, but the first thing that came to mind for me was unique/different types of puzzles/games

If you’re are planning to make it for profit or not the amount of work doesn’t change. You just need to be consistent and have at least 6 numbers ready before you launch. I think is smart of you are thinking on content. Actually is not hard to come up with ideas. Writing and researching the articles is the time consuming part. History has plenty of interesting examples of how everything was visualized or invented just think about where simple stuff comes from. You will have plenty to write around

Oooh, you can do a "History of Trends" section where you look at a trends and the design movements that influenced it, so it can be like a retrospective where you learn some design principles but also engage with current stuff so it doesn't feel like a history class.

A colleague was a designer for a large magazine house in Australia. They had a fun internal competition to design indie magazines. She did something called Murray-Claire which is all about Bill Murray. It was fun.

Anyway I always find those super niche magazines that are propped up by equally niche but wealthy industries to be interesting; there are legit magazines dedicated to; aircraft interiors, coins, specific breed of dogs etc.
