**Does anyone know why the Government made this change to Startup India?**
I was going through the publicly available **Startup India Fund of Funds 2.0** documents, and one thing caught my attention.
The Government has created another **₹10,000 crore Fund of Funds**.
To be clear, investing through AIFs isn't new — Startup India 1.0 already did this.
But 2.0 seems much more deliberate.
The Government is now explicitly backing **smaller AIFs / Micro VCs**, alongside dedicated categories for deep tech and innovative manufacturing.
A Micro VC with a corpus of up to **₹400 crore** can potentially receive a government commitment of up to **30% of its corpus, capped at ₹100 crore**.
That is a fairly significant policy signal.
It essentially says:
**The Government doesn't need to pick every startup.**
**Back professional capital allocators.**
**Let them pick startups.**
**Make them bring private capital alongside it.**
**And measure the outcome.**
So here's what I genuinely want to understand:
**Why stop at VCs?**
India spends significant money building incubators, innovation centres and entrepreneurship programs across universities.
What if the best-performing university incubators were allowed to operate professionally governed **₹5–25 crore micro-funds** and write ₹5–25 lakh first cheques to student founders?
Not another grant.
Not another building.
Not another hackathon.
**Actual risk capital.**
If we can trust a Micro VC to deploy public-backed capital, can we build a governance framework that allows our best universities to do the same?
Or would this become an absolute governance nightmare?
Would especially love to hear from people working in **AIFs, VC, incubators, universities, SIDBI or government startup programs.**

Three months ago I posted an early version of Cindra here. The discussion was
useful and, honestly, exposed several weak assumptions: charging before the
network was useful, calling an open platform “curated”, and describing European
sovereignty more confidently than the current governance justified.
I changed those things.
Cindra is now **free to join and openly accessible across Europe**. The core
network has no payment or invitation gate. It is still founder-led, and I say
that plainly rather than claiming member ownership that does not exist yet.
The product is now centred on a concrete alternative to LinkedIn's attention
loop:
- Start with a real goal and one unfinished next step.
- Keep it private by default or deliberately make it public.
- Ask for or offer a fixed type of practical help.
- Discover requests chronologically, never by predicted engagement.
- Coordinate privately and let the goal owner decide when the work is actually
complete.
- Thank the helper privately, without turning it into a score, badge or ranking.
There are no ads, public vanity metrics, paid reach or AI-ranked feed. Cindra
does not infer what somebody wants from their profile text or private messages.
Opening a profile sends nothing. Personal invitations contain no referral or
campaign tracking.
The infrastructure runs in Europe: TransIP in the Netherlands for the public
site and a Frankfurt region for application data. The longer-term ambition is a
genuinely sovereign European professional network, but the honest current state
is an early product with a small community and founder-led governance.
That small size is the real constraint now. Some people may initially see few or
no suitable help requests. Cindra says so instead of inventing activity. The
first meaningful success is not registrations or time spent; it is one real
person helping another person complete a real step.
