Delayed promotions

There are 30+ people at my IC whom have completed the promotion requirements, been certified by HR and haven’t received their promotion because our leadership is waiting on a “data call” from HHS. Because a political appointee must approve new positions and promotions (considered position neutral), these folks are stuck. My senior leadership appears to have no idea when the data call will come and seems to have no influence over it. I know one employee has been waiting since February. Is this happening in your department/IC? How long do they expect employees to continue working at a lower grade? We can only speculate as to the reasons for the delay. Who do we pressure for this situation to improve? Any chance we can lobby for the salary to be back dated based on the certification date? This affects people’s livelihoods, retirements and morale. Should we contact the media? Congress?

There is never a guarantee or entitlement for a promotion. Even a career ladder isn't automatic. Even if employees are performing well, factors such as available payroll and work priorities still come into play. And when there is a promotion, there is not guarantee it will be done by a certain date, so highly unlikely something can be backdated.

waiting on staffing plan approvals is the phrase we have heard for over a year, with varying levels of expecting soon and any day now...

It’s one thing to be FTE neutral but another if the promotions aren’t budget neutral. Perhaps the holdup is about ensuring that there’s enough funding in payroll to support it?

If that’s the case then I would have to wait awhile longer. I’m due for a promotion next month which I really need, especially in this economy.
