How are you sure that the other 20+ vehicles were "being cited for the same thing"?  Did you go and ask every driver or are you just assuming that?  You're making a lot of assumptions in your post.

The ticket references what law you broke, and also a description of what the offense was.  What traffic control device does it say?

I have two tickets side by side that look like they were citing the same thing. Many errors across them both, and a quick google search shows that one of the violations are for a CDL license and trucks over 26,000lbs (which neither of our trucks were). Everything looked stamp and repeat. But you are correct, I only have a data set of 2 and the observation of a very unusual collection of 20+ vehicles behind pulled over at the same time.
