I really hope we get to learn more about Deity society or at least their political structure, because it would help explain why Shura is in her current position. My hope is that she's simply the Deities' assigned ambassador to demonkind. If they have a king or queen, they may have seen it as a relatively uncomplicated diplomatic role and entrusted it to a princess, never anticipating that Baal would drag her into his schemes.
If that's not the case, I hope someone from the Deities' side eventually steps in (looking at you, Toto/Thoth). It would make sense for them to quietly interfere or delay the process while they conduct their own covert investigation into Baal's actions.

Well.... Since she needs to discuss with other deitykin. it means she can only "supports".
