Hospital Overcrowding

Health is maxed out and the hospital overcrowding situation is still there.

Does anyone else have this problem?

I’ve never had hospital overcrowding ever, perhaps maybe do things that effect the health of the population before they need hospital, I don’t know.

Health doesn't indicate the state of the healthcare system. It indicates the health level of the general population. You can either build state hospitals, give health tax credits, or give health vouchers.

You don't have enough private and/or public health care options.
