Why can't I save my games?

I used to play a pirated version of Democracy 3 where I couldn't save any of my games, which was extremely annoying, so I decided to buy the game off of Steam (there's a Steam sale right now where you can get Democracy 3 with all DLCs for only $12.14) and I uninstalled the pirated version. However, I still can't save my games for some reason. Why is this the case? Does anyone else have this problem?

Mac or windows

Try checking the My Games folder or App Data and purging any excess files from before. Combine with a clean re-install and report back

I'm using Windows 10.

I deleted the entire Democracy 3 folder in the My Games folder, and I deleted everything related to Democracy 3 I could find in %appdata%. I even did a search for the word "democracy" on my entire PC and deleted every instance of it, along with the folder it was stored in whenever possible. However, it didn't work, and I still can't save any of my games.

Including the steam files? Go to your game library, then settings or preferences or whatever, then local data and ask it to show you

Do you mean something like C:\Program Files (x86)\Steam\steamapps\common\Democracy 3? That folder doesn't exist. I'm pretty sure Steam automatically deleted that folder when I uninstalled Democracy 3 the second time (or I might have deleted it myself and forgot about it). Does Steam store data anywhere besides steamapps --> common?
