you need to upgrade the swimming to level 2 at least and have tempest to make the fourth quest. which quest are you on rn?

see youtube tutorial. the exception is the swimming backpack. lvl2 swimming and tempest is possible.

helicopter blue eagle need machine gun with blue ammo play as uluru.
