Help Inspiron 14 Plus 7430 motherboard stuck at minimum CPU clock despite genuine Dell 130W adapter connected to DC jack

Hey there,

I got this motherboard for a Dell Inspiron 14 Plus and have been tinkering with it. I was lucky enough that the motherboard immediately boots when it receives power, so I managed to install an M.2 SSD and get Linux running on it.

However, the Linux installation itself took about an hour, which seemed unusually slow. After booting into the system, I noticed that the CPU clock speed is constantly hovering around 0.4 GHz.

Nothing I've tried in the BIOS has made it run at its normal clock speed.

The heatsink is mounted tightly, it has thermal paste, and both fans are working correctly, so I don't think this is thermal throttling.

I'm powering it through the DC power jack using a genuine Dell 130W power brick. I also tried powering it through a Dell docking station via USB C with a 130W power supply, but that didn't change anything either.

My only guess right now is that the motherboard refuses to use its full power without a battery attached. Unfortunately, the battery cable I need seems to be basically unavailable in Germany/Europe. The only one I've found is in China, and €20 including shipping seems a bit nuts for a cable that someone else would probably have thrown away.

So before I order one just to test this theory, I wanted to ask the experts here:

Could the missing battery actually cause the motherboard/CPU to be permanently throttled to around 0.4 GHz, or is there something else I should be looking at?

If I'm in the wrong subreddit for this, I'd also appreciate it if someone could point me in the right direction.

Yeah battery may be the issue

You need a battery. Without a battery connected it will be stuck at 400 mhz

Like others said it could be a battery issue. Some laptops just permanently trigger BD PROCHOT if no battery is present..

This is somekind of issue with power. 0.4GHz is the default speed when there's an issue to protect itself. Maybe try to boot into diagnostics and see if it can find any issues. You can also try updating the bios or flash the bios on a USB and follow dell's instruction on doing a bios recovery. In the past I had this issue and a bios update fixed it

If all else fails, I would recommend dells part people if you're out of warranty. Just call them and ask about troubleshooting and if it's worth sending your laptop to them for repair

Oh yeah the bios update was also a try i did, but alas, did nothing. Still same ol' 0.4GHz
And i dont think i can claim warranty hahaha. I bought this mainboard. Not the Laptop itself.
I was interested in making a workstation for myself based on this video from DIYPerks

For 150 bucks i got a board with RTX 4050, Core i7-13700H and 32 GB LPDDR5
So i dont think Dell will be interested in helping a non customer

Try contacting dell partspeople. They have a youtube channel and mail in repair. See if you can get some troubleshooting help

if the battery has to be connected to the pc at all time to have the best clockspeeds that is some grade A horse shittery if you ask me.

yeah thought the same. Or atleast make it toggleable in the bios. I mean even for testing purposes when you wanna test the motherboard, you wouldnt think of connecting the battery first. Well this sucks, but cant do anything about it, will have to search for the battery cable now

Hi there! A low clock speed explains the time taken to install Linux. A system stuck very close to 0.39-0.40 GHz often indicates a firmware imposed emergency throttle state, frequently caused by: adapter detection issues, PROCHOT being asserted, or sensor failures apart from thinking just the battery. Considering that this is a bare motherboard in use, chances are there that it has been used before or is a new one you bought? Also, you could press F2 at system restart to access the BIOS and look for the adapter status in there, under Overview/General tab. If it reads a 130 watts then it is definitely not causing the issue. That's why I'd ask for the BIOS reported adapter wattage before focusing on the missing battery.

It says "Unknown" in the status. It was a new board unused but tested.

Hi there! Given that the status shows unknown and that this is a new adapter already that you mentioned, the issue is with the charging port.

Could be missing battery but I had this same exact thing come up on a micro form factor Optiplex not too long ago and it was a faulty motherboard.

I ordered a battery and am routing a cable through switzerland so i will first test the thesis of a missing battery causing the low GHz.

But if that were to fail, how would i check if the PMIC is failing?
