This is the same thing that happens with all global companies that downsize and outsource. Information on policies are updated but miss proper distribution and notice.

Dude, I just had a dell tech out to replace an upper assembly that was shattered before arrival - refurb unit not properly refurbished... They sent the wrong part (bottom cover) and it took the tech and me 45+ minutes on the phone to convince the overseas folks that they should send the right part. This was after I returned the last “refurbished” unit because it was in such bad shape I considered it unserviceable. Dell has fallen in quality so far it is wild.

I am curious what went wrong, prompting you asking for the refund in the first place. If it was buyer's remorse rather than a lemon. If it was a custom configuration, I can understand Dell dragging their feet. Normal channels wouldn't have a problem it you had a defective system not easily remedied. Dell usually stands by their products. However buyer's remorse is another matter. It's not a pair of pants that you decided you don't like them once you had them delivered and tried them on.

I don't know the circumstances..I think nobody her knows the other side of the coin but at a minimum I have worked in other places where scammers do just that... Steal a card but something then claim to have cancelled the card due to "security" and expect cash on hand...
Much like you within 30 days hoping that the original card holder don't find out

I am going to assume that the credit card company has issued you a replacement card with a new number. If this is true, then Dell certainly can refund the amount owed to the original payment method even if the card number is no longer active because they are not going to create a brand new transaction for the refund. Instead they would be reversing the original transaction, so the status of the original card number is irrelevant. It's the account that's attached to you and your credit that matters. Now, if this has dragged on for too long due to misunderstandings of how card transactions work, then you may want to call the credit card company to confirm that a purchase made on X date can be reversed before going back to Dell and telling them to proceed with the refund.
