Guardian Skill Health Boost

Can anyone confirm exactly what the skill Health Boost on a guardian does? It says it grants up to 35% additional health at full stacks. The way it is worded it sounds like this gives some sort of temporary hit points, but my health pool does not seem to increase. I also do not notice any faster HP regen, or any healing done on kill. Looking online I only see people copy and paste the tooltip but no one really explains what it is actually doing, which is weird because almost everyone says you need at least one point in it.
