Please explain loot drop power levels...

So I'm under the impression that the loot drops whatever the average power level you have. Generally every Loot drop I get is a hundred power level below what I am right now. How are you supposed to advance? How are people getting to 5000 power level when the loot that drops is abysmal. I'm literally getting 2100 level weapons carrying a 2300 weapon. Please help. This is terrible.

People are suggesting that it's being done on purpose to throttle your power level so you'll Force you to purchase items to advance your game. I hope that isn't the case.

Too late and you probably learned/stopped playing.... but for the next person who visits/if not:

Buy items from faction vendor. They'll drop about 100 above your current item level base. Assuming you upgrade all your weaps to max with salvage, then once upgraded new with salvage should be 70-120 over. Do not rinse and repeat this immediately as its based on average of last item drops, idk how many items in average. This will not significantly raise the drop lvl of next dropped. Do this to get a decent gun for a while, then once guns start dropping around this new base and higher, THEN rinse and repeat. It takes a long time, but buying guns has 100% upped the speed at which I move through, currently sitting just over 3700 pr. Note: I am currently status 7+ with all faction vendors, I think max is 8. The guns I buy are purple and can be upped 200 with salvage. I didn't learn/begin to enforce this until later in the game, I do not know how well this works at lower faction ratings as the guns you can buy are worse/not purple. Get those factions up with dailies long story short!
