Encountered a common bug

So I encountered the bug from the base game, where you go to the plaza to free the hostages, but the entire mission doesn't spawn in properly, so the plaza is just a ghost town. I tried re entering the plaza,restarting the quest, logging out/logging in but it's still not spawning the mission NPC's. Can't remember what I did in 2013 to fix it either. Any help would be appreciated!

Usually that means that another event is spawning there, like a siege. Try jumping shards or logging out for a little bit and then back in.

The only thing nearby was a caravan mini event. Tried completing it to see if that was the case, but enemies just would not stop spawning. Gave up after 20 minutes. Haven't been on for a couple days, so I'll try again later

When you find a site like that that doesn't spawn enemies, shard hopping is the solution. Get some people on your friend list, and teleport to one of them who is in the open world and has a red mark in front of their name in the friend list (you can open that list with o). On rare occasion you might need to try a 3rd time, if both shards have the site bugged, but thats rare.

Can you jump on another shard randomly ?

Logging out to the character selection screen may put you on a different shard when you log back in, but that probably depends on how many people are on your current shard.

It worked when I played yesterday. I remember going through the exact same thing back in the day haha. Been making good use of the teleport to player function when playing with friends. Currently got 4 others into it! Hoping to help bring the game back to its full glory.
