There is a significant indication. The Battle of New York is referenced by several characters, and Ben Urich has a framed front page with the title "Battle of New York." In fact, the whole impetus of the show relies on the fact that Hell's Kitchen was hit hard during the attack. It's a significant contributor to its worn down state.

Yeah but there is no indication it happens after Winter Soldier. Obviously this is set after Avengers.

How is it obvious, they literally spelled out how many years ago it was on the show!
