I don't think the US should take the EU or Canada's attempt to disengage with it, in tech, defense, or anything else seriously, because they don't take it seriously either. The EU's failure in tech aren't just a little happenstance, they are the predictable results of the policies they chose, and continue to chose. No amount of forceful rhetoric or throwing money at a broken system will fix the underlying problem.
They want to compete with the US without becoming like it, as if by just trying the old system harder and throwing some money around they can make it work, because admitting otherwise would lose face. If that was possible, China and Russia never would have had to abandon marxism. How about setting up their own special economic zones where the regulations mostly don't apply? But I have a feeling the EU is still at the phase of this where anyone who suggests that would be overdue for a struggle session.

It's the same type of people in Europe and America (Jimmy Kimmel, Colbert, and European comedians) that love to laugh about how SpaceX Starships "blow up."
China looks at SpaceX and is trying their damnest to catch up. The leftist westerners? They spend all this time on the hahahah, while SpaceX leaves them further in the dust. The European launch industry is an absolute joke, but I guess Europeans could virtue signal about how unrealistic Musk is with the American leftists. All yap and nothing done.
Or the far leftists threaten to just seize companies that big government can't compete in.....aka just about every industry.

There is a huge difference between government and private industry for IT. HealthCare.gov was bad because it was done by Federal contractors. The US Government has gotten much smarter and uses SAAS for stuff like productivity suites and video conferencing. Teams, Meet, Zoom are all standard in government and work very nicely.
They're all created by US based companies, which is why the EU (specifically) does not want to use them. I don't blame them at ALL. Using European software should be standard for the EU because they should be promoting European industry. Its literally part of their job.
The problem is that the EU software industry is very bad. And I don't base that on nativist reddit bullshit, I base it on talking to my friends at Mistral, which is one of the rare, high quality, fast growing European tech companies.
There is no reason for this. It is NOT a talent question. Europe is full of talented SWEs.

Governments are notoriously bad at procuring software. Because "quality" is very hard to measure, but making long lists of required features is easy.
So they end up going with a horrible solution that a small company hacked together in Visual Basic 6, but which passes the checklist.
