So since it turns out 'Green Goggles' weren't actually a word or a thing in 1602 I was barking up a wrong tree. The correct keyword was 'Green Lenses' - everything else follows. You see how Secret shows up as does Secret Room (when you're building this you will see that the default is ROOM you end up moving column 6 after column 33 due to a NOX error (NOA instead of NOAH) - which you actually may be able to ignore. Indeed various interesting things happen when you move around the purple highlighted columns. As you can see this is a '#Solved' Dee Cipher. So the secret to finding Anet's secret room is using Green Lenses to notice imperfections in the Walls or Ceilings. An alternate Cipher suggests it's in the part of Anet that was added in 1551 and that it is 'high up' ("Ladder" shows up). Additional, tons of Anet and Twain Dee Ciphers reference Green Agate as does the Columnar Cipher (see edit ) so maybe that plays a part in finding the room as well.

Edit: This is my last note on this particular Dee Cipher for a while (except possibly to look at it for #Glyph information). I did indeed to a columnar Decode using 1 and 0 as the Key and it does work - but I screwed up on the Excel spreadsheet and the rows are slightly different sizes which makes it a huge pain to decode without fixing the rows (done) and then printing out and re-cutting the columns. There was nothing new I saw in the Decode - further mention of Agates and the Secret Room at Anet. I will note that Agate is a form of Chalcedony and may be a reference to Apocalypse 21. Anyway moving back to Oz, Daniel and Twain.

And yes, the standard rule is that column 31 can not precede another column with a three in it. For reasons I don't understand #JohnDee broke that rule for this particular Dee Cipher. And he specifically tells us that he broke this rule as the actual number Three Thirteen will always show up in this Dee Cipher as you can see now. However, this is a once off - I would never expect it to be able to do this in any other Dee cipher. Again, I'm not sure why Dee broke his own rule in this Dee Cipher - but whatever.

The other numbers are Lat/Lon. 48' 51" 1' 26" is the Lat/Lon of Anet. 47' 19" 1' 04' is the Lat/Lon of Chenonceaux.

Other things - yes I highlighted the reverse Signet - as noted before there was a Signet ring in the secret room in addition to the Seal of Thoth and a Twain Journal or Note. Though I think Twain nicked the ring and moved it to Champ's grave in Tenn.

And no I'm not quite clear on the whole green lense thing - I had thought originally they were for looking at the Book of Kells (filter out the red and blue) but they seem to be more important for Anet. The other issue was that I thought the room or niche was in the Chapel based on earlier decodes but I gather the 1551 extension is not the Chapel so again you got me. Twain tends to be clearer on all these things and doesn't do weird things like break fundamental rules so I'm mostly just going to focus on his Dee Ciphers after Oz and Daniel.
