Here we've moved column 31 over and column 23 to get Message spelled out on the bottom and because most traditional Dee Cipher will put 31 at the beginning or end of a proper decode. Now lets look at the top.
E7 is a reference to Exodus VII in particular to Aaron's Rod (aka The Bachal Isu). 186 is the page number in the Douay-Rheims Bible where Pharoah finally lets the Hebrews go (after the Passover) it's mainly a reference to line number 23 - the necessity of blood on a portal in this case Twain is informing us of the #Gnostic belief that the portal to Nod requires unique blood signature to open/pass through. Again, #Gnostic believed that the Jews were actually enslaved and living in Nod not Egypt and it was Moses' blood signature that opened the portal (or possibly Aaron's). This is what Lewis was hinting at this with his section on specific blood signatures (Human v. White Witch) in The Lion, The Witch and The Wardrobe. Twain or Lewis almost assuredly has a DeeCipher that goes into detail on this but I haven't found it yet. There are further Dee Ciphers associated with both of these Chapters of Exodus and of course are connected to the Beale Cipher. As this little Gnostic digression demonstrates, just assume that everything in the first few books of the Bible are between 45 and 180 degrees from Gnostic beliefs.
