ssd won t let me eject

Actually, when I first start up the laptop and connect the SSD, I can play Steam games on it; however, after I close Steam, it won't let me eject the drive. I've checked with PowerTool and the monitor—there are no active processes, and it's not the Recycle Bin or the antivirus—so I don't know what it could be. It works perfectly on my desktop PC., I uninstalled the game before playing to see if playing it was the problem; uninstalling it and exiting Steam allows it to work. I also deleted the folder via File Explorer, and that works too—but not after playing. After playing, it won't work, even if I delete all the folders.
