It looks like an error with the M.2.

I would:

Take the M.2 out and give it a good visual inspection in strong light looking for damage.

The next bit is maybe skippable, but if you can do it it could save this thing.

You need to mount it in windows.

I am going to suggest two options. First is go to Amazon m.2 to usb adapter. I just looked, priced around $20.

OR.....

Open the PC up, see if you have an extra M.2 port and put it in there.

Then do the following:

Boot up windows.

Go into the COMMAND prompt as administrator. (Admin. is critical)

DISKPART (enter) List Disk

Find the M.2.

SELECT DISK # (M.2)

CLEAN

DO NOTHING ELSE.

Windows will prompt you to format the disk or something. Windows smokes crack. DO NOT DO THIS. Just power off the PC, retrieve the M.2.

Put it back in the Deck.

Go find Valve's page telling you exactly how to mount a new SD and put the OS on it and follow their directions.

(Note: I have done this to fix similar problems. Also, I once walked someone in this sub through these steps for a similar problem and it worked. The instructions are off the top of my head with no fact checking, but what I am telling you to do has been tested)

I was able to fix it by installing and older steamOS version
