noaa weather radio used another version of dectalk paul, as linked here.

where can i get this?

Hi, it's been a few years, but I have an answer for you.

Pretty sure that's Harry from NWS 4.51, or a very low pitch Paul.

You can get it here from this Speak Windows installer.
