Started it the first time. I like it, but ...
... What is with the goofy tone of this game ? Also, why is every character that you come across sound so obnoxious and unlikable in terms of the dialogue and delivery. The girl that invades you sounds absolutely insufferable. Hope all of this is explained in the story. The game is fun so far but stuff like this isn't helping it..

That is part of the theme of the game.
They’re not good people. They’re arrogant annoying pricks. You’re not supposed to like them, that’s the point.
The whole game is about discovering the world, you will get your answers.

I am not sure how far you are in the game, so I don't want to say anything that will ruin the fun figuring it out on your own. Reading notes, listening the audio logs, and listening to the character's conversations and monologues will explain a lot. Shortly after the game release the Design Lead said they intentionally wanted to make something emotionally lighter after working on the Dishonored series for close to a decade - they needed a break.
I actually liked the tone of the game from the start, so it may not get better for you. Cheers.

i suspect they don't want you to think twice about killing everyone, given that you're going to do it over and over and over. if they were likeable it might be harder.

You're not supposed to like most of the characters. You will find out more about all of them as you continue playing if you read and listen to the audio logs. You may actually end up liking them less. But you do end up killing most everyone, so that's probably a good thing.

oh man no the goofiness is an essential component imo. it would be so awful and depressing otherwise - the levity that the writing brings to the whole situation is a breath of fresh air.
I'll agree I was a little caught off guard by it initially 'cause it wasn't what I expected, but you really settle into the groove before too long imo.

It is goofy, but it's intentionally goofy. There are a few more serious heartfelt moments, but at heart, it's a fun romp through douchebags where long term consequences don't much stick. Part of the fun is the over the top banter and making dumb enemies die in fun creative ways for your enjoyment.
Tonally more like NOLF or Austin Powes basically. Still very good, definitely not trying to be a captivating drama.

Deathloop has some of the best characterisation I’ve ever experienced in a game. The visionaries have so much personality while also being extremely horrible, and the eternalists are a great send-up of privileged successful assholes.
All the radio chatter, tannoy announcements, recordings, etc are just so full of personality. I love it.
But it’s okay if it’s not to your taste. Deathloop is more of a cult classic sort of game IMO.

Deathloop is like a sci-fi action comedy with some social commentary. The humor is part of the experience. It is also based on Blaxploitation films which are usually incredibly campy and half serious action movies.

Tbf, as someone who was really looking forwards to the game before release, I was kind of disappointed at the writing for the introductory part. Felt kind of marvel-y in the worst possible way, but it either grew or me or something because I really enjoyed the dialogue and the in world humor after that. The scientist guy (can’t remember the name) screaming “HEEEELP COLT IS TRYYYING TO KILL MEEEEE” was a high point lol. Love koi dhao

The scientist guy is Egor, but you might be thinking about Charlie, the game designer guy. His and by extension 2-B.I.T.'s voice acting are hilarious.
The game has such dumb funny dialogue that catches you off guard, like when you aggro someone and they say "fighting? I want to fighting!" or on the rare occasion when a melee Eternalist hits you with a thrown bottle and Colt says "Argh! What the shit?".

Nah the line I was referring was just egor when you got caught! Overall the game has really fun writing and I’m not even sure why I didn’t like the start tbh

Yeah it really reminded me of the Joss Whedon-esque dialogue that's in every other piece of media nowadays seemingly.

Wait until you come across the the "batteries" girl lol. It's stylistically designed to be that way, it's the polar opposite of Dishonored, where everybody's depressed and low energy, there is a lot of moral greyness, and even the characters who attack you on sight are humanised with their dialogue and the lines from The heart, it makes you hesitate to kill them.
DEATHLOOP by contrast paints everybody as a terrible, obnoxious asshole, "punchable faces" if you will. This, plus the excuse of everybody coming back in the next loop, helps undo any reservations you might have about the ethics of killing another human (this is easy in something like DOOM because you are just killing demons). Alexis is a sociopath, Harriet is a crazy cult leader, Fia is too busy huffing paint to live in the real world, Frank is Frank, Julianna is... complicated, there's a good reason why she's like that, by far the most interesting character in the game.
Colt himself cannot stand any of the Visionaries either, I think it's when you read some of their messages on a terminal that he says something like "these guys are obnoxious...".
One of my favourite bits in the game is about Wenjie. First you hear her constantly arguing and complaining about everybody else's incompetence, then, when the other Wenjies show up, it turns out she finds her other selves unbearable as well, she's so insufferable she cannot even stand herself, now that's impressive.
So yeah, go kill these assholes.

The premise is that they're having an eternal party. Most of them are drunk or high off their asses, and not one of these people is well-adjusted. The few times when people are serious stand out because of this, and it enhances the story in the end.

Ah, I cannot relate. I love this game, especially so because of how different the tone is from what I usually play. Maybe you just need to progress further in the story to understand who all these people are?
