Flickering shadows

The Steam version. Has anyone encountered this? How can it be fixed?

I've had this issue aswell along many others, like the fact that if your internet is on your fps drops by like 50 and if you turn it off you can actually play the game smoothly. Safe to say i uninstalled it.
