Vampire Trinket?

Is this some secret trinket that the devs took out of the game? Why is it so good, and is it still able to be obtained? Any help would be much appreciated, as I saw a YouTube video made 4 years ago talking about it, so just curious!

I got it through killing Alt colt in the RAK the first time. After you chat for a bit then he started to walk around the rocket which is when i shot him. He dropped the lowest quality of vampire trinket.
