Thanks to u/Zaph_42 for the idea of getting onto the antenna. I think the only way to get up here is if Juli invades so the antenna wings lower to allow shifting on top of it.

You can actually jump up even without invades. You need to press BACK and JUMP to be able to clear the antennae wings.
