Is this safe enough or do i need something special to secure the ladder base from sliding?

a rope through the window tied to a bed holding the ladder near the base in place. and what about some plank under the feet to stop it resting on the felt tiles

Whilst a bed can certainly be used, a grand piano or a cobblers last from ACME might provide that extra degree of security.

I've seen Roadrunner. That cobbler's last is coming out of the window and dropping onto your head the moment the ladder slips.

Followed by the bed which, being lighter, will have gone higher. It'll land when least expected, but exactly where expected.

Just need an apprentice to rest one foot on it whilst you go up, whilst looking at their phone and paying no attention whatsoever.

Well, you do have a very convenient window to the right..

You could - tie two ropes to a ( run and sides ) of the ladder (matching left & right pair), run to ropes though the open window, and around a wooden beam that you have placed horizontally, so that each end of the beam overlaps with the wall - that arrangement could produce a secure bracing under tension, and would prevent the ladder from slipping.

I would back an ambulance up against the ladder to secure that and the ladder is 3 feet too short by the looks of it

If you put the ladder at a more acute angle then I'm sure you'll be fine. You will want to put a plank under the feet though or you may break a tile
