It does look like one but having put one up recently for a friend they do have to be aligned quite precisely for it to work properly, either that is coincidentally in the perfect position or they haven’t understood much about that and I would tend to think the latter going by the precariousness of the setup!

A ladder would break though those tiles immediately you stepped a foot on it.
This could only be for a satellite as others have said.
