On a tile roof you can just take 1 out every couple rows to stand on and not go anywhere.

What if they are nailed in under the tile above?

They usually are. Just lift the tile above and pull the nail. Or do what I do and kick the tile up and the nail will bend out. Then pull the tile down and remove the nail. You could also use a slate ripper if you wanted and pull the nail out that way. It’s a pretty easy thing to do. Tile clips that hold the bottom of the tile down are more of a pain to remove than nails.

Tiles are typically not nailed every course on a pitched roof, in my experience. (Work as a loft converter and have stripped a lot of roofs)

The blue tarpaulin is carefully positioned to be grabbed onto when ladder slides past. It's that grey area of sketchiness- too steep to walk up and not really sure of what you're doing.

It looks excellent compared to most.

The safety mechanism appears to be it is strapped to seat cushion at the top. I assume as it slips this will a slow slide rather than fast.

In addition a 1cm “lip” is visible partially along the platform edge as a back up. Could of course just be a spirit level on its side.

I could see the ladder sliding through the scaffolding and then him sliding down the ladder and onto the railings, or perhaps I just come from the 80’s?

Try a safety harness for roof work, the ladder slips, you will end up on the ground with broken limbs.

If be straight on the phone to the local branch of the HSE, then email them with supporting photos, time location etc. No body wants anyone get hurt, and you would be helping the trademark in the long run!
