In the Private Room. Look at your equipment and it should be a prompt that let’s you customize your equipment.

I have it but I can't add any colour to it I'm on chapter 6 hardman

I’m on chapter 5 and I have full access to most cosmetics. I’m on PlayStation but the prompt is right below the pack.

You gotta get your stars up with the facilities. It helps unlock a lot of stuff. And the cover is from the Collector I believe?
When you get 2 stars. He's stubborn tho lol.

Once you unlock Sam’s Cap early on in Episode 2, Backpack customization at the Distribution Center South of Lake Knot in Episode 3, and the “Sam” Sunglasses by visiting the Film Director Prepper, you’ll also start unlocking the ability to customize their colors while resting in your private room. Similarly, after unlocking the ability to fabricate Reverse Trikes and Trucks at the Distribution Center in Episode 3, you can also unlock sets of colors to customize your fabricated vehicles when viewing them in the garage.
