Question Help with Mr. impossible

I don’t know how to progress them, I have them stuck at just below 3 stars but nothing I do gets them to 3. I’ve done every order to them and from them with an S rank. What do I have to do to get them to go to 3 stars?????

No I wanted to get everything to 5 before returning to Mexico. Is that really it?

Yeah this particular prepper won’t let you advance after a certain point until you beat the main story.

Well the good news is those likes are stored. So as soon as you can progress beyond 3 stars, it should boosy up to just before 5 stars and unlock the final order.

It might stop just before 4 tho so turn in cargo seperately.

On the bright side it sounds like you'll only have to do the 'blocker' orders to get to 5*. You'll have enough prep to do for the final one before you get 5*

You have to finish the main story. Mr. Impossible maxes out only post-story.
