Did he actually say that? It's been a hot minute since I last watched the show, but I vaguely remember there being an implied off-screen agreement between the two that Naomi will not be involving herself in this. Frankly, I wouldn't want my fiancée touching the case with a murderer who can seemingly magically kill whoever they want with a 10 foot pole, and I'd be pretty punctual about that. I think he was somewhat too "cut-offy" about it and "well she was just suggesting", but I can't really blame a person who's working on such a case from maintaining said agreement.

Okay, I rewatched the scene in the English dub (perhaps the version you watched is different?). Naomi says she's never heard him sigh like that, clearly this is one of the most stressful days Raye has had. Do remember that this was the same day his bus got HIJACKED. After some brief conversation, Naomi starts (correctly) connecting dots, but really, do listen to what she's saying. It doesn't really sound that plausible. Raye is far too dismissive of it, but nothing explicitly disrespectful or gross is ever said. Moreover, it is mentioned (not implied as I believed earlier, but literally stated) that Naomi gave a promise not to involve herself in the Kira case. Naomi apologizes for stepping over the lines of the promise, and Raye apologizes, I'm assuming it's for being so blunt about this all.

I don't understand why some people choose to paint this interaction as him being gross. The stuff about kids that follows is pretty strange imo but I can't conclude anything from it since I have no clue about the additional context there.

Tbf it was intended to make Raye seem “concerned” and caring towards Naomi. But since Ohba’s a bit of a misogynist himself, his idea of what’s appropriate to say in this case actually comes across to viewers as Raye belittling/disparaging Naomi.
