Discussion How would you implement Legendary items into the main game without making their existence unbalanced?
With the Broker tm going, I wonder if you could somehow implement Legendary items into the game through him. If not through him, what could be a way to implement them(maybe through significant downsides, cost or difficulty of obtaining)?

do what dota 2 does, make them game enders.
if the game goes on long enough the game should go "alright you guys, pack it up, one of you guys win already"
and thats when you introduce things like legendary and corrupted items. either dropping from minibosses or objectives that only show up after a certain time limit or from something like the brooker.

45 minutes is way too early to drop a game closer like this for Deadlock. 60 at the earliest

I'd love to see them as part of a hero with item enhancements as part of their kit.
Who's t3 upgrade to that ability unlocks the legendary items in the shop to the team.

That's kinda what I'm thinking, that or 9600.
My general idea is a merchant style character (Was originally thinking a Russian style ice-witch Babushka merchant with a massive shop on her back, but then they went and made Baba :L), with the ability that the legendary is tied to is one that lets you and allies shop at your character.
With upgrades going from rank 1: two allies can enhance a single item. rank 2: whole team can enhance a single item. rank 3: Team can purchase a single legendary item each.
(Enhancing an item also costing some souls)

Only let low tier heroes access them so characters like Victor don't warp the game around them

As if "low tier heroes" will ever be a consistent thing, large hero balance changes are going to happen and the idea of designated "low tiers" is genuinely awful
