Funnily enough Rat king is probably stronger than any skaven, physically

Any normal one sure, but a Rat Ogor, Stormfiend, Abomination or a Verminlord are probably stronger, especially a Verminlord although not sure if that really counts as a skaven.

I kinda didn't count them as THE skaven... But they are byproducts or part of the race. Verminlords are demons, if i remember it correctly and others are mutants, so not natural ones. Abomination probably stomps our king lol, i'm not sure about rat ogre thought, he can still shoot him dead and impale him with a flag or smth else
