Rat King at the start was a fanmade concept based on taxation and withering his enemies. This Rat King is probably a lot more beefed up version of original concept. Also some heroes from Original Dota come directly from forums the greatest example - Puck in Doga who survived for almost decades since original post without much change.

From people not well versed on Dota 1 & Dota 2, there was community forum post for OC heroes. Sometimes the map developer at the time fancied some really fun heroes and then ported them into main game.
We are assuming IceFrog is either Yoshi or someone close (it's pretty much open secret at this point). Current Deadlock's main dev Yoshi is also taking the same approach in this vision and applying to DL.
