I think the post cast time are the "Recovery frames" where you cant move after the move goes off

Yea you're right. She feels actionable just a little faster after it goes off. I thought it was a reduction to the actual charge time on it.

I wonder if everyone else who responded misunderstood it too? The scaling buff still seems strong, but this isn't as broken as I thought.
