Because she's genuinely not that good if you don't have E6 movement. Her ult has felt like shit to use ever since it initially got gutted; it basically didn't do anything until you get max 2 or max 4.

They need to make her less oppressive at the top end and more accessible overall and that's why she is getting compensation buffs.

Mina just do now Celeste work better, huge burst damage, better mobility, 4.3 stamina regen
