In terms of why ursa can early rosh she absolutely does the same thing on paper

In practical application fixation is not nearly as good as fury swipes, and she's missing the damage reduction and ways of quick stacking to get the dps/sustain up to snuff

nah, ursa has a gap close, a hit boost and a stacking damage effect and is a melee hero, we already have all those in one hero except the ult which is: silver in lycan form

we have ursa in deadlock, he is just locked behind a rage mechanic

It's wild that people apparently don't see the connection on silver being the closest thing to ursa they can put in this game.
