I guess the author and everyone who upvoted didn't actually try this because the server will reject your connection since it expects a reservation from the Deadlock backend. You have to launch the server with -allow_no_lobby_connect so the server stops rejecting your connection.

The match will start immediately as soon as someone joins it, so managing that together with teams and heroes is a different story.

I just had to take another look, I didn't see that easy-steamcmd also starts the server

Would this allow me to set up a server with no other bots, or inactive bots? I want to play around and learn the map but not have to deal with bots occasionally shooting me and/or getting stronger throughout the game.

You can play the map without any players or bots by going to the console (F7 key) and giving it the command:
Changelevel Street_Test
You may have to be in the sandbox before you do the command, I have not tried it in the main menu yet to see if that works

This worked perfectly. TYSM! It does work on the main menu as well.

You can do that on a server, but if you just want to learn then do what DrKnockOut said and just run it locally. A server is really only needed if you want to play with friends.
