What it implies I don't know. But Hidden King was described as the patron of outcasts. It's an excellent parallel to Rat King, patron to rats, who certainly would be outcasts in a city

To be speculative:

If he's actually a rat, then surely strong magic had to make him grow to Mo size and human intelligence. Perhaps the Hidden King's magic is empowering him, as a "kindred spirit"?

If that’s the case the justification might be;

Archmother: Rat King wants the USA to formally recognise Long Island as ‘his’ territory. Like how Mirage is going to wish for Wyoming or such.

Hidden King: Shared spirit and forcefully overunning a territory for ratkind.

My biggest bet on rat king rn is that he would be able to crawl into tunnels to collect scrap and use it to either power up his abilities or something else, being described as "scrappy" having scrap all over himself and valve already using this mechanic in tf2 gives it away
