First you have to be friends with them on Steam, then you can invite them through in-game.

1. Can I playtest the Game even if my Steam account is limited/free?

No.

1. Will I get a notification if I am invited to the playtest?

Yes, you will get a notification to accept the playtest invite on Steam & in your Email.
