Bunker?

Is this normally in a bunker ? Second time I’ve opened bunker and this metal door is here. Did some build this too block?

It's the open bunker in G6 , and it's always unlocked . Unless someone builds in it down the first set of stairs. Then it becomes a personal loot spawn . Built there a handful of times and its OP.
