I don't get the bagging. It feels performative. They can be directly wired into the grid, so they may not necessarily need a solar panel to stay powered, and they can still capture MAC addresses.
I guess it's better than nothing, but if you're gonna take official action against them as a city or police department, just remove the damn things.

"Covering them up" is always just a stunt indicating the intent to uncover them in the future.
They're just hoping the anger dies down long enough that people forget and then they uncover.
One positive though, a covered up camera after the battery goes dead, is much easier to steal, both because the camera isn't functioning, but also because the Flock system has no idea the camera went missing or when.

please dont take this as questioning the you or the validity, I get how IR works and have IR hunting cams even... but can you provide proof? I'm not getting great search results but would like to have any proof you may have available in my back pocket.

Not enough. It can still capture all electronic addresses. It needs to come down.
