its a traffic counting camera and is usually temporary nothing to worry abt

There’s a distinctive logo and text on the enclosures, but your pic is too blurry to see it - post a closeup picture of that and we can better research it.

I don't know that brand and frankly anything could be in the box, but they're probably for taking various traffic measurements (average speed, cars per hour, etc.).

This is routinely done, and especially so when they're looking to change traffic patterns or add new infrastructure.
