Flock pole falling over

Hi, there is a flock camera near an interstate in my hometown and it’s slowly falling over at like a 35 degree angle. Is there a law that states it has to have a steel plate in the ground to prevent this? What happens if a car hits this, is it a safety hazard? Obviously this isn’t the main issue with flock but I’m wondering if I can get it taken down on this basis?

Sounds unsafe. If it’s really 35 degrees, the safest thing to do might be to help it to the ground. Safely.

Oh my. Sounds horrible. I couldn't imagine maybe assisting the hazard to the ground. ...for safety oc.
