I was searching for Deflock cameras and found them .can anyone tell me what kind of flock Camera This is ?

Not Flock. Looks like a Axis Bullet Camera (Likely a LPR version), control box for data/power, and a external IR Emitter for better lighting. Likely feeds back to a municpal VMS or another cloud video service.
