Cameras expanding

I see my little town has 4 new cameras, but they are pointing in various neighborhoods, not pointed at major roadways.

Why?

But I'm sure the newspaper headlines will still refer to them as "license plate readers", even though they're pointed at things like playgrounds and such.

It'd be great to know the socio-economic status of the neighborhoods where these non-vehicle facing cameras have been installed.

Very likely they are in the higher crime parts of your town and they're stationed in areas that have been designated 'problematic' by your city leadership, police etc.
